The vertical reference system used for Dutch sites and the site investigations is LAT. Can you explain why LAT was selected rather than NAP?

LAT is used as a vertical reference for all the site studies executed by RVO.nl (ETRS89 is used as the three dimensional coordinate system) since this is the reference level most often used and commonly accepted.

Please find a conversion table to different (mean) astronomical tide levels at the HKZ and HKN site in chapter 9.2.2. of the metocean desk study. Normaal Amsterdams Peil (NAP) is not used by RVO.nl but NAP comes close to MSL.
