The vertical reference system used for Dutch sites and the site investigations is LAT. Can you explain why LAT was selected rather than NAP?

LAT is used as a vertical reference for most of the site studies executed by (ETRS89 is used as the three-dimensional coordinate system) since this is the reference level most often used and commonly accepted. Exceptions are the studies and campaigns where explicitly stated different. In that case often MSL is used as a reference.

Please find a conversion table to different (mean) astronomical tide levels at the HKZ and HKN site in chapter 9.2.2. of the metocean desk study. Normaal Amsterdams Peil (NAP) is not used by but NAP comes close to MSL.
