    Is there any specific regulation applicable during construction phase, regarding marine coordination to protect construction vessels and personnel, as well as to manage other maritime traffic (e.g. freight transport and recreational craft), around the offshore construction zone?

        The Netherlands Coastguard (KWNL) specifies the conditions, which have to be included in the Operational Working Plan (article 6.16e Water Decree), to be delivered by the windfarmoperator. All seafaring vessels involved during either the survey, construction and/or operational phase of an offshore wind farm, must meet these requirements. Coordination of vessels, including construction vesssels, is the responsibility of the owner/captain.

        The Borssele Wind Farm Zone, for example, is already highlighted in naval charts as 'Wind Farm Precautionary Area'. Prior to actual construction of the wind farm, the area will be sealed off by signposts and buoys, a notification in the Notices to Mariners (NtMs), and distribution of navigational information via NAVTEX by KWNL. In addition, the use of a guard vessel is mandatory during the construction phase. Furthermore, future owners of the wind farm sites and the Offshore High Voltage Substation (OHVS) platforms, TenneT, must remain in close contact.
