Certification of transformer station (17-03-2016)

    We are confused about the certification of the substation as mentioned in the below 2 articles of the Water Decree, since the transformer station does not fall within the wind farm operator’s scope. With reference to Decree 153 of 13 April 2015 amending the Water Decree:- Explanatory Memorandum Chapter 6. “Consultation”, section 4: “The Decree has been adjusted to reflect clearly the fact that a certificate from an independent expert relates to all systems that are part of the wind farm, i.e. including the operator´s transformer station”. And: Explanatory Text reg. Article 6.16d:  “Pursuant to paragraph 1c), operators must submit a certificate from an independent expert about the design of the wind turbines. This may be e.g. a certificate for the design of the wind turbines and transformer station, including mast construction and foundation. The certificate must document that the design of the turbines and transformer station meets the requirements which Article 6.16g(1) imposes on the technical integrity of the wind turbines and other systems.”The operator is defined as the “natural person or legal entity who establishes or operates a wind farm”. As the transformer station is within the scope of TenneT the design, manufacturing and installation of the transformer is therefore not within the scope of the wind farm operator.This leads us to ask the following questions: Please explain if you still require the operator to submit design certificates covering the Transformer station?  If yes, please explain how you think this could be done?

        Developers and operators of future wind farms are not responsible for the (TenneT) platforms (transformer stations). The text referred to applies to existing wind farms only.
