    Regulation 2 Wind farm and design specifications, 17: During repairs and maintenance of telecommunication cables the number of rotations per minute per wind turbine of the wind turbines that are present within a radius of 1,000 metres of the repair and maintenance location must be reduced to less than 1. Are there any values available for how often these may need maintenance and how long that takes? Does this also include routine inspections? Is there any compensation mechanism for not producing electricity during these periods?

        This has to be concluded in crossing and/or proximity agreements between the wind farm owner and the cable or pipeline owner(s). Crossing and proximity agreements fall under private law, hence formally we cannot answer your questions.
        Practical experience teaches us the following: In the past 10 years hardly any repairs were needed on the telecom cables in the BWFZ. Moreover, there are no repeaters (relatively high-maintenance devices) in the telecom cables in the BWFZ. For the future situation: Any disturbing of the seabed (like trawl fishing) will not be allowed in the entire Wind Farm Zone except for the shipping lane, hence the probability that repairs are necessary is (very) small. Routine inspections and planned maintenance will be done in the maintenance zones only, frequency is estimated at ~ every 4 years. In the (unlikely) event that a cable needs to be repaired, the wind farm owner can contact the cable owner to get their costs reimbursed from the liable party.
